(c)      Additional Allowances

3.       Parity Restoration.        The following areas need to be addressed for restoration to be enforced to bring parity in the scales with respect to other administrative services (while carrying out this exercise, it has to be understood that Military Service Pay granted to the Armed Forces is over and above the parity part and (is) an additional compensation for peculiar hardships: -

(a)      Initial Pay Fixation of Brig and below:          The pay fixation disparity can be understood from the following table: -

PAY FIXATION DISPARITY – COLONEL (Rs 17100 STAGE)

(b)     Grade Pay Fixation: Similarly the incorrect grade pay fixation of a Colonel is depicted in the table below:

(c)      Non-Functional Upgradation:   The above differences have overall led to a lowering of status of the officers of the Armed Forces thereby creating problems in functioning. Over and above this fact, a NFU has been extended to organised Gp ‘A’ services as well as the IFS and IPS but not to the Armed Forces which has not only led to disparity but also lead to organisational command and control problems. The disparity created due to NFU is as given below:
